Ink manufacturing date

Is my ink expired, was recently sold this ink ( eco sol max2 white) which will not stay in suspension, it settles out within an hour.
Can someone decipher the numbers
Drew a small sample from the cartridge and even after a very generous shake you can clearly see it's settled out.

If thats the expiration date then its expired, if that's the manufacturing date still more than likely expired especial white ink

November 1st 2021 is the manufactoring date. 18 months later, it was expired.(when i remember correctly with Roland Max2)
