If it is an downtown, you're going to have to call the local planning & zoning committee to see what type of district it is in, then they can instruct you on where to find the information online or tell you over the phone what is allowed at the exact address of the installation.

Once you have that, you can contact an installer to get a quote on installing your project, or quoting the entire project if that's what you're after.
