Is $110 sq. ft. w/ flex reasonable?

I think you need to provide overall dimensions to get an honest opinion. If it's a 2x2, it'll price much differently compared to a 8x16. Also single or double sided, wall vs pole, if it is a single sided polesign it'll still need a saddle), prepainted black or custom colored.
But in all honesty, I've never bothered to crunch the numbers from a $/sqft on such things, too much variety.

if this is that 6x22 you were also asking about, and if it's a single pole install, it's probably made from steel due to the large span, extra bracing, with a retro frame added over that. Most wholesalers also charge extra for oversized products just because it's a 'headache' on their end in all forms of logistics, from needing more than one dolly and one guy to move the sign, to needing a loading dock or crane to load the sign. Just sayin'
