Lighting effect for graphic

Customer wants to take the attached graphic and somehow reproduce the glow effect WITHOUT using neon.
Are there any bendable LED tube lights that will do this?

We will cut the outline out of aluminum composite panel of some variety.

letter boxes with combination of transluscent and opaque vinyl faces.

if you want to get the returns to glow white, and the faces to glow another color (or not at all) then you'll have top upgrade to thick plexi with down-routed returns.

My brother used this product when he worked on the Blue Man Tour and it was pretty trick. They actually had costumes that had this stuff all over it.
el wire is weak in anything but darkened rooms. any light source will wash it out.
...aaaand carries a half-life of only a few months.

flexible led tube light options are available from any led supplier, and WAAAAAAY brighter. Sloan LED carrying my vote.
I'd still say fabricated letter boxes and LEDs are the way to go.
