Looking for a program

Hello I'm looking for a starter program. I currently use sure cuts a lot 3 ( it came with my cutter). I have used vinyl master before as well in college ( they provided a demo version for me in one of my classes. I mainly do small decals for 1/10 scale rc cars and a few banners and bumper stickers. This is a spare time thing after my full time job. I want something I can plug and play but with out with huge price tag. What do you suggest and why?

are you looking for something to use with a design program, or a stand alone cut program. is this just to work with your cutter or do you need it to do print/cut functions.

I guess a stand alone just to cut nothing to fancy I'm not very computer advanced.
