Looking for suggestions on a clip art / media browser

Can anyone recommend a Clip Art or Media Browser?
I am needing something that will hopefully let me view both vector and raster based files.
I am not currently really needing it for any audio, video, or multimedia files, however that may come in handy down the road.
Downloadable freeware preferred, but am in need of the correct product, so what ever does the job is what I will end up using.
