Material wrinkling ... Is it the heat?

Current problem I am running into is whenever I print vinyl or gloss banner the material wants to wrinkle. I have done everything with heat. Turned it down as low as 31/31 and high as 50 and still can't get it to go away. Is there a way to get this to stop. When I am printing large swatches of color the wrinkling is giving an uneven printing effect and we get a little rainbowing...Any help would be great and thanks in adavance.

which material, or is this happening across the board?
i get this, sometimes, in the cold weather... where I try throwing cold rolls, right off the UPS truck, through my printer. Heat making cold vinyl expand, and the rollers cause it to happen in a ripple-pattern.

I'm getting it all the time not just new stuff off of UPS....I replaced the pumps and capping station dampers and so on 2 weeks ago and it happened before so its not them...My concern is with it wrinkling sometimes it prints uneven (rainbow effect) but then again once in a while a solid color will fade out and then back in....it very slight as far as being noticable but I notice it and want it fixed and that is why I thought possibly the heat and the material wrinkling. I just need to figure this dang thing out before it drives me insane.

Is it banner material? I have to unroll that cause it is too heavy and buckles up sometimes.

I will upload pics shortly but the buckling occurs on banner and vinyl big or small rolls. I initially thought maybe the same and tried unrolling as well but still comes back leading me to believe that it would have to be the heat but even at 31/31 it still does it....though much less then 38/38 its still there. Pictures to come shortly...As far as ink drop out what I was saying was I thought maybe because of the wrinkling it is laying it down unevenly and therefor causing it to look bad but who knows hopefully I will figure it out when I get some pics posted...thanks

yeah I've had tunnelling cause the difference in color on the high spots too..

I would drop pre-platen heat really far, and keep print heat where it is, or maybe even up it to max for a test.
