Merging Objects

I assume this can be done, as you can see here I created this sign layout with a rectangle, rounded corners and 2 circles. As I show when I send to a cutter or make a PDF those lines are still there where I overlapped them. Is there anyway to completely merge those and make them one piece? Basically, make them solid and they can't be split up and the program sees as one piece. Any advice would be great. I can export as JPG, trace..ect but there has to be a proper way to do it.

It's better to have two hands than one glove.
Weld is what you want but before you do you might want to make the exposure of both circles the same. Right now they're not, one sticks out farther than the other.
