MUTCD vs PADOT

I have a customer who needs some speed limit signs in PA. PADOT Publication 236 lists the smallest size at 24 x 30 inch. The MUTCD list the smallest legal size at a 18 x 24.

Question is...... Does the PADOT publication simply not list the smaller size (but they are legal according to the mutcd?).....or do I need to adhere strictly to Pub.236, being the signs are in PA?

These are a 15mph speed limit. I'm not sure if this is a state road, but it does run thru state game lands (if that matters at all).

MUTCD is updated by the Feds every few years. Signs are spec'ed for all 50 States; however, some States create new signs and add them to their library. These new signs must conform to FHA regs. on Highway Gothic Fonts and kearning values depending on font cap height.

If we make signs that are in the NDOT right of way we have to follow their specs. The minimum size we use on any public road here in Reno is 24x30.
