media contamination or heat too low
Play around with your heat settings and see what you get. Try a few different test prints.
Fisheyes are typically caused by 2 things.
Media contamination
Media itself (i.e. plasticizer migration)
Contamination (typically from the shop or printer area) should have dark centers to the fisheyes. (pigments collect around the contaminant, dirt or dust)
Media will have light centers. Unable to penetrate the surface pigments are drawned to the outside.
media is new to you...doesnt mean its new...
