Mutoh VJ628 Can't pull ink after damper replacement

I recently replaced all 4 dampers in my 628. I cannot get the ink to pull and fill them with a syringe, with a little charge, or initial ink charge. The cap top is about a month old. New o-rings were put in with the dampers. I double checked the lines at the bottom of the cap to make sure they are in the correct position and that the seal around the head is good. I can get a vacuum with the syringe, but not enough to pull the ink all of the way through. I've pulled ink through the lines to the dampers, and connected them and the ink is still to that point, so I don't believe I have any significant air leaks, if any. Does anyone have any thoughts as to get this thing back up and running?

I tried using a manual vacuum bleeder like that too. I went out and got another one today just to be sure it wasn't blocked in the adapters, but still no luck. I can hold some vacuum, but no ink comes through. I'm pretty sure the head doesn't have any blockage because I have run cleaner through it and no ink has been in it. I swapped out the cap top with the old one, but it has a definite vacuum leak, so the new one went back on.

if it is pulling vacuum you have a clog (vacuum showing on the guage
if no vacuum (stays at 0) you have an air leak (loose connector, pin hole or bad oring)

Here's an update:

I found that 2 of the new dampers were not pulling a vacuum, so I replaced them with 2 more new ones. Not sure if it was the lower seals or the membranes, but it pulled ink through as it should after replacing. On the test print there were dark vertical likes on both sides of the print with colors from all 8 channels. I replaced all 4 printhead cables because they had been out and plugged in multiple times during the repair. That fixed the print issue. After running it a few days and letting it sit overnight a few nights to confirm the fix, it is back to printing like new.
