MY FALCON WONT FLY . So I changed the PCB and now the lights all stay on. Help!

So I would turn it on and the LCD and all the lights barely flash and then nothing. I have a RockHopper Jr and saw tthe the power supplies where the same so tried it and now when I power up all the lights stay on and still does nothing. The original PCB it took out was putting out power correct Voltage.

The machine failed to power up and initialise. The leds on the control panel are all lit but not flashing.
In the control/main assembly cabined under the machine, the exposed boards show a number of red leds flashing and one constantly red.
This problem occurred a week back but was rectified after the power cable was removed for 15 mins and then restarted ok.
Any suggestions?
