Yes I did solve it...by wiping the drive after backing everything up.
I also got rid of AVG and am convinced that it was the problem all along. I now use a virus software offered for free by my service provider and my speeds are exceptional.
It turns out something got changed and I solved it by undoing those changes. I didn't change it myself, it just happened. Somethign about windows getting confused.
