Suggestions Mystery vinyl/material

Anyone familiar with this material/application? (See picture)

Intended to completely obscure the view from one side and kind of allow visibility through the other.

Used for privacy/security application, where it is very important that the visibility be obscured from one side.

I looks like they've applied it to one side of acrylic/lexan in this example, sorry pics are so crappy.

Any ideas?
