Daktronics comes to mind but there may be others.

Weve been using cirrus systems www.cirusled.com for a couple years. Their displays are 9mm pitch full color and come in 1ft by 2ft sections that can be bolted together to make a bigger sign. Best things are that since its a modular system they can get it out to you in usually under a week and it runs on the cloud (from any device) with a cell network (so there are no networking or wiring to do other than electric and a single cable between panels). Theyre also manufactured in Maine.
