Need Engineer Drawing for a Polymetal Panel

A local town is requiring a stamped Engineer / Architect drawing before we can install a polymetal panel on the stucco facade of a building. I'm a little speechless about how brainless this is, particularly when the official noted "wind load" on the application.

At the last trade show I went to, there was a company that specifically does these drawing for sign companies, but I can't remember who it was. Do you know of anyone who is licensed in NJ who can do a simple drawing and "calculate wind load" for me?

It's only going to get worse Jim. Government employees jobs are now on the line unless they find more money. I guess it's job security for them now to find anyway to fill the coffers.

When you say a stucco facade of a building, are we talking about a main structural bearing wall or a parapet type wall ??

sign shops attaching panels with concrete nails and
silicone (seen this myself)
