Need help with eps file, can't open, need converted

dumba$$es, ask for an eps hoping to get something you can use and they save the crappy file to an eps.....

That has all the characteristics of an auto traced file. Almost as good as asking for a vector eps and getting an eps with an embedded raster file.

I had a potential client get shi##y with me Monday. He informed me that he's NEVER had an issue with anyone using his file (exactly what you described above) and he wasn't going to pay a dime for "artwork" charges. I started to try and explain and decided I didn't want him as a client.
