Need some advice on what premask and vinyl for printing to get

Looking for a clear high tack premask for RTA decals

and then a super sticky printable vinyl for my sp300v.
I need to seal envelops with them and 3164 is not the best

Try Oracal 651 white.

Just print on 651?

It's pretty much the same as printing on 3651, except 651 is not "clean" for printing. 3651 or 3165 should work better than 3164. As far as mask goes, try R-tape's AT-60.
