Outdoor Sign Board and Post

Hello,

Would anyone be able to direct me to where I can find this exact sign post and cross brace? I have exhausted looking for just the cross brace and determined that the whole sign itself is most likely sold as a unit. I have looked on 4ever products but was not able to find this exact one. Its located on an apartment complex in Southern California if that is helpful.

Looks like fence railing... Can't really make out how the plate is fastened to the tube though.
