Outline for illustrator help

Hey guys I am trying to make a print decal with cut around an image like this one. but when i try and make an offset path it makes it for all individual things (bones and skull separate) How can i make a path to go around the entire image? Thanks!

ctrl A, ctrl C, ctrl F, ctrl+shift G, go to the pathfinder pallette and weld the copy into one element, then use offset path, delete the copied shape keep the offset and apply your cutContour to it.
