Outlining Stroke in Illustrator

HELP!

I should know how to do this but apparently now. Trying to figure out how to outline the stroke in Illustrator.

Like I go to EFFECT / PATH / OUTLINE STROKE... but nothing happens.

What am I doing wrong?
