Outlining vs just drop shadowed letters, on dark or black back ground

Not really. All but one of those, and most other pool organizations, follow the same international rules laid out by the WPA. 8 ball in the centre, solid and stripes in opposing corners, racked tight and the rest can be random.

That's not to say there aren't an infinite combination of rules played by amateurs in bars around the world. I've never met two casual pool players that follow the same rules.

I really like Jeff's suggestion.
I do something similar that's not as cool, I do an offset pinline outline. But I like his suggested shadow.
Remember that a shadow or outline should never have more contrast than the word itself.
