Paint Effect

i've seen a tutorial for photoshop how to create this effect before but now I can't find anything on it. Any insight?

Can't say I recognize that font or the effect to make that letter distortion.

I'm not entirely sure that's a Photoshop effect. Lots can be done with strobes and a can of paint - the guy could easily be shopped into the photo, as the guy slinging the paint might not be in the right position.
