Photopaint tools not working

I recently read a thread where someone described how to re-activate the painting tools in Corel Photopaint. I tried a search but couldn't find a reference. I can't seem to get any of the brushes or airbrushes to work. The eraser tool works. I'm sure it's just a setting, but I can't seem to figure it out.

holding down the F8 key while starting sets it back to the default settings.
