How can i convert a business card done in photoshop to vector? I need it to be vector format in order to have it printed in SPOT UV.

if it's actually text in ps, remove the effects and export in a vector format and it will be vector. for any non-vector shapes, you'll have to do that by hand or with an autotrace.
that being said, 4over does spot uv with a raster mask, no need for vector.. in case 4over is an option.
