I'm no pinstriper extraordinaire, but that looks like it was done with some tape, brushes and an airbrush accent for highlights judging by the inconsistencies and lack of cohesiveness of the major elements.

that is an old AUTO TRIM EXPRESS stripe kit, mass produced air brush on vinyl. you may still be able to get a replacement from Car Pretty in VA. Carpretty.net
