If I place a cs4 illustrator file in cs3 illustrator , which I did and works will this affect the end result, in my final print. these are really basic signs.

i'd say it might depend on your RIP, and the complexity - but since you say they are basic then no it could/should work
if it doesnt, pdf it, place the pdf and that will work
i mention the rip as my litho prepress rip (xitron navigator psl3) has been known to get arsey with cs4 files (i only have cs3) that are placed - but it's soon for the chop......to a nice shiney APPE based syetm
