plasticizer cleaning of 126"' rolls

looking for a solution to wipe down with iso (or whatever) 9' and 10' rolls of vinyl prior to printing. rolls are up to 300'.

we use our uv roll to roll printer to print on proprietary material provided by a client. ink adhesion and durability has been fine until the last few weeks. now the ink does not adhere well.
have ruled the usual suspects out - uv lamps, mechanical, ink lots, etc. basically determined it is plasicizer migration. the rolls are about 5-6 months old.
if we wipe down a section prior to printing with iso, we get good ink adhesion. no wipedown, poor.

the client has a large inventory of the material (and due to nature of their business) are not in a position to get fresh inventory on demand.

so looking for a solution, if one exists, to wipe down up to a 10' x 300' roll prior to printing. any machine exist out there?
client would entertain buying one if there is.

we have thought about a large rewinder unit and have someone wipe down every foot but that is so labor intensive.

any thoughts/directions appreciated.
