What software are you using to do your layout?
Depending on what it is look for something like 'mirror' or 'reflect' to take one side and make it work on the other.
If you are using Power Point or MS Word I don't think we can help you.
What does the graphic look like? Is there text in there - i.e. name of the boat?art cut when i use mirror it shows backwards
Your general description of "decal" doesn't tell us much. Artcut is a very basic, cheap program which is limited in what it can do. You should be able to mirror graphics with no issue, but mirroring text probably wouldn't work. You'll need to create the image on your own.

Is that a contour cut around printed (or cut) lettering?
If it is lettering then they can't both point to the front of the boat.
