Pole Banner System...anyone seen this type before?

Hey all, Im in search for a pole banner system shown in these two pictures. The bracket is labeled "Windspill"...but I cant find these anywhere. They are typical pole banner brackets, but they have a threaded piece on the end of the fiberglass pole, where a round finial screws onto. The top fiberglass pole is 24" and the bottom piece (shown in the pics) is about 7"

anyone know of possible manufacturer/vendor for something like this? All I can find are regular systems (as sold in Fellers ect ect).

Any help is greatly appreciated!!

Windspill is a good brand. Haven't bought from them in 5 years though....
