Look in Fred's clip art collection, that is VERY similar to one by Ed Kole.
Fills/effects added.
Then Google for a VA state seal pdf.

I got the sample here but I believe Fred sells these also.

sorry but I would not attempt that. That center portion is too blurry

Not concerned about the shading or even text or center, just looking for vectors of shape, eagle, laurel and flourishes.
It's gotta be out there somewhere.
