Print on adhesive side

After seeing a BBB sticker, it was printed on both side. One side was standard and on the adhesive side it was printed as well but behind the adhesive.
So if you stuck it to a window, you can see it. I am guessing the adhesive was applied after printing?

Doubtful. Almost certainly printed on clear vinyl. Probably screen printed but can also do it with a printer that has opaque white ink. Print the "adhesive" side image first as a mirror image, then white, then the normal view image.

Or just two layers of SAV (no white ink required). Reverse-print clear, positive image on white, laminate together. If it needs to be blockout we use three layers - reverse-print clear, then an unprinted white layer, then a positive image on white with blockout adhesive.

this is probably how it was done but we also do a two way decal for a security company that we need to use a special adhesive per the customer request so we print 2 sided on a .007 white material and mount the adhesive separately with our laminator

It's like a PVC vinyl that is stiff and doesn't roll up easily.

You could print double sided smooth banner or double sided paper and just put a Goudy Window type adhesive over the top. I do a bubble free perm/removable for that application.
