RA Type Engineer Grade vs. HIA Type III

Well, a local shopping mall needs to replace all of their parking lot signs. Stop signs, Fire lane signs, and a BUNCH of directional signs to manage traffic flow through their parking decks. I threw out the word reflective, and they bit on it pretty hard... now I am unsure how far I need to go... I am going to have to print some of these signs, but don't see anything other than engineer grade printable vinyl.

My catalogs leave me under the impression that all traffic control signs have to be high intensity prismatic vinyl... does Engineer grade qualify?

Has anyone else out there encountered this, and what did you use?
 
High Intensity is a little overboard for parking lots. Most parking lots use EG such as 3M 3290. Fire signs and directional arrows should be more visible. We use a 3M 3430 which is EGP. The only time we use HIP is for freeways and if the customer specifically asks for it. All of which are printable on our latex HP l25500.
