It's real. We had calls like that fairly often many years ago when I worked for the County Roads Div. sign shop.

I can't find it now, but I saw a headline in the last day or two about the woman now saying that she was just pranking them and having fun.
I personally think a friend or family member sat her down and explained it to her and she felt so stupid that she started the "I meant it as a joke" story to try and reclaim some dignity.
