I'm betting that 'p' is an upside down 'd' - Corel's Dutch823 has one very similar...

Thanks for your help, everyone. A local medical practice gave me an appointment card and told me this was their logo. It turns out it is the logo of Hope University in Liverpool. A hospital employee thought it would be a good idea to "borrow" it.
