Don't forget banners are almost always installed parallel to the road, and reflective material doesn't generally reflect at that angle. You'll definitely get better results though, if you use reflective cut vinyl on a non-reflective banner.
The reflective banners Fellers used to carry were just 10oz banners covered in reflective film then hemmed and grommeted. After vinyl lettering them they made for one thick banner.
