Typical engineer grade vinyl is not compliant to MUTCD on a street name sign.
The whole panel has to be reflective, the high intensity film is what you need. So you would get a blank that has the correct reflective on it, then get the 3M trans green film and cut out the lettering and apply that to the panel.
