We have a real estate management company wanting to put a 30'x60' "AVAILABLE" banner on the roof of one of their vacant buildings (the building is near the airport and they think they'll get decent visibility as the planes takeoff/land). It's a dead flat roof with pea gravel but no real structure to tie off to. Would sand bags along the perimeter be enough to hold something of this size down securely? Any other suggestions. Thanks.

sand bags will now be enough. 30x60 will be a strange size for that word, lay it out and see what I mean.
