can you make the ruler origin perimate to the center of the page? I can set it up that way but if you do another guideline that will change it! How can I set this permanent?

Double click on a ruler, and change the origin on the drop down. Seems to stay for me. Below was set for an 8.5" x 11" page size.

Hmm, I didn't have that problem but I am using 2021.
If I open up a new file it will revert to the old settings unless you choose TOOLS/Save settings as default.

I have 21 If I set it it stays as long as you dont goto the top left where rules join and click and drag a dotted gridline again. If you do that will change the 0 to where you drag the gridline to.
