I'm looking for a referral for wholesale sidewalk barrier stands. & I would like something where I can make the sides/walls in-house.

My first thought would be Ornamental Post & Panel. They don't have anything pre-configured to what you want, but what you're looking for is basically a series of post and panel signs. I believe their products are all made to order (i.e. they cut the pieces to size and then weld everything together and powder coat it) so I'm sure they could make something like this.
