No idea on an exact match for the font. Its very similar in some of its characters to Times Bold Italic and not at all to others. I suspect it may have never been a font or that, if it was, it never made the transition to being a commercially available version. Just as likely that it was created in house.
Attached is an EPS vector version I extracted from the PDF catalog on their website. It appears to have been redone and, while close in most respects, does not exactly match your sample which may be an older version of the Speedball logo.
I suggest that you inquire with your customer, who may be able to download what is needed if they are an authorized dealer, or with Speedball Art for permission and an authorized copy of their logo.
