Stencil Supplier Needed

So I have this customer who refuses to "dumb down" his design for a stencil. Does anyone have a supplier that can make the attached in 6",12" & 18" at a reasonable price. I can't seem to find a wholesaler on google.

6" diameter is way to small, you can barely cut with vinyl.

12 " and 18" we might be able to cut with laser on 1/16" ABS plastic.
