More than likely the other guy under quoted you, but regardless of that, the design is your intellectual property and as such I would bill him for time taken to design it.
If they pay ... fine, if they don't, you are still no worse off.
A signwriter friend of mine has had this happen twice in the last 12months ... billed them for time/design and got paid for both.

This is an everyday deal for me , There is a guy in Costa Rica who has well over 100 of my designs for sale on his eBay store. It's something I've learned to deal with.
