Streaks in Print

Another day, another printer problem. After replacing some print heads I have developed this issue- horizontal "streaks" in the print. Something is obviously touching and dragging the ink (oddly it seems to be black only) across the media. I have ran printhead alignments which check out fine, and also cleanings. I also checked and found a little fiber hanging from one printhead, but after removing that it didn't seem to make a difference. I am printing on Nikkalite and 3M 680CR reflective. I have the vacuum turned up higher than normal.

I doubt it's your print heads or settings, you have to be still dragging something.
Can you manually move your print heads over the media to see what's happening?
 
It definitely looks like something is dragging. Maybe some banner fibers or a hair. It doesn't have to be on the print head, it can be somewhere else on the print carriage. I would take a flash light and look at it very well from different angles, and white it down with cleaning solution. The old ink gets gummed up around the print carriage sometimes and picks up fibers.
