Street sign toppers

Does anyone have an idea on where I could get substrates for street sign toppers? My neighborhood association is considering installing some, and we have free use of a vinyl cutter plus an army of volunteers to assemble everything, we just don't have the substrate. We're looking for something similar to (but not necessarily identical to) the picture below. Any leads would be helpful.

Reflectivity and Letter size and such. Someone gets in a car wreck improper signs WILL lead to lawsuits
