strengthening window vinyl

I had a request from a client today for a vinyl (preferably clear) that would help "Strengthen windows"

Is there a specific product that is made for this or does anyone have any suggestions for something that might work anyway?

Lexan is what bullet proof glass is made out of

When it is layered and laminated. A piece of lexan on it's own is NOT bulletproof. I have shot some.
That is why I always get a kick out of The MythBusters when they hide behind that lexan stand...
