Subdued black and gray

Hi all, I received a request that I am not familiar with yet. The customer wanted the attached flag printed in subdued black and gray. How would you go about printing like that? Is it grayscale?

They are using these decals on a black car with "other subdued tactical stickers"

I’m sure it’s gray scale leaning more to a dark grey.
