Twill cutting equipment with stitch files

Can anyone recommend a cutter for cutting twill? Numbers and logos for jerseys? Is there anything that can also create stitch files?
Currently I use Ioline 300 flatbed for both but they have shut down.
If anybody uses a laser cutter how do you create stitch files? Thanks.
