Underwater Decals

I have a customer who's asking for decals that are laminated with some sort of rigid laminate that are meant to be completely submerged for months at a time. Any idea what kind of laminate this is or something that would work?

Thread has been posted on before. Yes you can do it. Takes a couple special techniques. Also depends on if you are applying underwater or with it dry.
