VectoRaster: any equivalent windows-based?

It's a great software to convert raster images into vector art (like dot fader effect) but this freeware is only available on Mac platform. My Mac is too old to get the upgrades and due to limited RAM, it takes forever.

Do you know if there's something similar on the market?

Check out www,vectormagic.com or Smart Vector Pro Any program will only get you a bit there. Some personal work will be required as well.
